The Building Department is responsible for receiving, reviewing and issuing building permit applications in conformance with the Building Code Act, Ontario Building Code and other Applicable Law. This section also includes property reports, inspections of properties under construction and granting occupancies.

Q. What is a Building Permit?
A. A building permit is a document issued by a municipal building department. Its issuance grants an applicant or their agent legal permission to begin a building project. The issuance of a building permit also gives building officials the means to enforce the requirements of various standards.

Q. Why is a building permit required?
A. Building permits are required to ensure zoning requirements, (contained in municipal by-laws), and building safety standards (contained in the Ontario Building Code) are satisfied for the health, safety, and welfare of the public who will be occupying the building. Under the Building Code Act, local governments are given authority for the enforcement of the Ontario Building Code within their municipality. |

Q. When is a building permit required?
A. A building permit is required for the new construction, additions, alterations, renovations, relocations and repairs or rehabilitation of a building or structure. Listed below are some typical projects and whether or not they require a permit. Electrical, mechanical, heating and plumbing permits may also be required.
The following are examples of projects that WOULD require a building permit:
• additions/alterations/renovations • construction of attached and detached carports & garages • construction of accessory buildings (sheds etc.) exceeding 10 square meters (108 sq ft) • finishing previously unfinished spaces such as rec. rooms, family rooms, attics etc. • change of use • decks-greater than 600 mm (23 5/8") above grade • repair and underpinning of foundations • demolitions • plumbing systems • prefabricated structures • installation of pools (including any device capable of holding 600 mm (23 5/8") or more of water) • signs
The following are examples of projects that WOULD NOT require a building permit:
• replacement of stucco, siding or shingles with the same material • replacement of doors when the opening is not altered • construction of fences (except when required for pool installation) • patching, painting and decorating • installation of cabinets and shelves

• completed provincial permit application form • completed Schedule1:Designer Information form • two sets of complete construction drawings • two copies of truss drawings and layout • two copies of the heating & cooling analysis • a site-plan • applicable permit fee |

Q. What information/drawings are needed for a building permit?
A. House Plan • site plan, including all setbacks and all buildings with their dimensions or gross areas • elevation views • structural framing details • foundation plan, floor plans, cross sections • roof plan for complex designs • drainage and grading plan
Additions to a House • all requirements noted for a house, as well as a full and complete site plan for the entire lot • foundation/floor plans and cross sections to include the adjacent structure • elevation views of all affected building sides
Detached Garages and Shed • full and complete site plan for the entire lot • foundation/footing and pier plan • floor plan • cross-section • elevation views
Decks • full and complete site plan for the entire lot • foundation/footing and pier plan • deck framing plan • guard and handrail details • cross section(s)
All permit applications shall include a Schedule 1:Designer Information Sheet. Any individual other than the homeowner who has prepared drawings for an application and is taking responsibility for the designs must be qualified and possess a Building Code Identification Number (B.C.I.N.). Architects and Engineers are exempt from these qualifications as they are qualified and registered by the own Association. |
