2nd Level Lodging Houses 2nd Level Lodging Houses are houses which accommodate four or more people who, in the opinion of the Medical Officer of Health for the Niagara Region, require guidance in the activities of daily living due to age or mental or physical infirmity and where, 24 hours per day, the operator or one adult responsible to the operator, is on duty in the house.  Group homes are long term care facilities licensed by the Province of Ontario are excluded.

Refreshment Vehicles Every person who owns, operates and uses any vehicle from which refreshments are sold for consumption by the public shall obtain a Refreshment Vehicle Licence.  These include Chip Wagons, Hot Dog Carts, Ice Cream Bicycles.   Hawkers / Peddlers A Hawkers & Peddler's licence is required by any person who goes from place to place or to a particular place with goods, wares or merchandise for sale, or who carries and exposes samples, patterns or specimens of any goods, wares or merchandise that are to be delivered in the municipality afterwards.
