2nd Level Lodging Houses are houses which accommodate four or more people who, in the opinion of the Medical Officer of Health for the Niagara Region, require guidance in the activities of daily living due to age or mental or physical infirmity and where, 24 hours per day, the operator or one adult responsible to the operator, is on duty in the house.  Group homes are long term care facilities licensed by the Province of Ontario are excluded.
